Summary

Author Biography

Gary Burtless is a senior fellow in Economic Studies at the Brookings Institution Robert Z. Lawrence is a nonresident senior fellow and holder of the New Century Chair in International Trade and Economics at the Brookings Institution and professor of international trade and investment at Harvard University's Kennedy School of Government. Robert E. Litan, director of the Economic Studies program at the Brookings Institution Robert J. Shapiro is a founder and vice president of the Progressive Policy Institute.
